Each network of circular cities that is set up within the framework of InC2 shall operate according to the action principles defined for this instrument and focus predominantly on one of the four priority themes identified:

The priority themes are based on the urban metabolism model and address essential functions that the city fulfils in order to satisfy human needs, focusing on the locally based technical and socio- economic processes that support them. The circular economy is introduced as a factor of change and transformation of these processes, from a perspective of sustainability, efficiency and equity of urban systems, and fully articulated with spatial planning policy.
The focus on a priority theme could be complemented by addressing cross-cutting themes:
- public procurement;
- digital transition;
- equity and social inclusion.
